I saw someone comment an empty comment!

You can't post an empty comment, but you can post a comment with an invisible character, which is probably what you saw. For example, there's a character called the “zero-width space”, which is just a space but without a width.

You can just post only an emoji like this:

If you post the “speech bubble with eye” emoji, looks like this: , then the comment will be blank. You can also use invisible characters, like (ㅤ).

#1 it doesn't work for comments
#2 you can see it if you highlight it, it says “hello”
