[SOLUTION] Dislike button
4.2 Dislike button or a project rating systemGenerally, a user's first project is something rather simple, such as a test project, a remix, or a project made using a tutorial. Because this project is simple, other users may give the project low ratings since it is not advanced. With low enough ratings, the creator might be discouraged enough to stop using Scratch. Moreover, constructive feedback is encouraged on Scratch. A dislike button may show the creator how many people disliked their project, but it tells nothing about what the creator could do better. If you do not like a project, you could choose not to love it, or you could leave a respectful and constructive comment telling the user how to improve, in addition to saying what you like about the project.
With that, a dislike button is rejected for anything, including projects and comments. However, a like button for comments is NOT rejected. You can discuss it on this topic.

But I want to focus on one singular sentence: “A dislike button may show the creator how many people disliked their project, but it tells nothing about what the creator could do better.”
What if there was a dislike button, but when clicking on it instead of just sending the dislike first it requires you to write a reason as to why you disliked the project and what the creator could do better. To combat potential private messaging abilities, the reasoning will also be sent as a comment (applying the character limit). It will also prevent “spam” reasonings as well. No reason, no dislike. The star and heart-it buttons remain the same though.

EDIT: Also note that people can still be demotivating, spamming, etc. This does not resolve much in the grand scheme of things, not to mention I have high doubts that the person would undislike after their thing was resolved, and there would be reasons for disliking such as “too hard”, etc. So that's a bit of a nuisance.

Reasons:
1. A problem with this is
“ User disliked your project because “haha me no likey””2. We already can tell people how to improve with the comment section.

You can just leave a comment at that point. And would it send a notification? That's seems…. :/ Imagine lil billy getting his scratch notification and its just " disliked your project because “haha me no likey”"It wouldn't send a notification.

Seriously though, the only difference between your suggestion and the workaround is this may have a counter if it were implemented. Scratchers could find it discouraging. Especially since there's no way of enforcing users to type a reason. For example:
Scratcher has disliked your project untitled-1 for the reason:Because of this, a report feature would need to be included as well.
“I hate your project because it's no good.”

Because of this, a report feature would need to be included as well. This button would send your reason in the comments and would use the comment report system

No support. While I don't agree with the suggestion either, I don't believe this is a proper argument against it for two reasons:
Reasons:
1. A problem with this is“ User disliked your project because “haha me no likey””
- You can also spam in comments, not just the dislike feature.
- Just because a suggestion isn't 100% perfect doesn't mean it shouldn't be done if there are significant pros and minor cons. Formally, it's known as the Nirvana fallacy (the fallacy that something must either be perfect or not implemented, regardless of how useful it would be).
However, there is a drastic flaw in this suggestion that hasn't been addressed yet. This suggestion is suggesting that you can send a message to another user explaining what they didn't like and how it could be improved. However, a message like this would open the doors to private messaging. If inappropriate or disrespectful discussions were happening on the site, the Scratch Team may never know.
Now, obviously there would probably be a feature to report inappropriate comments. However, there's an incredibly major flaw: If two users agree to use dislikes to privately communicate, and one of them says something inappropriate or disrespectful, the user might not want to report it, because if they do, then the Scratch Team will be able to see that they're both using the dislike feature to privately communicate, and they would both get into serious trouble.

Although the way that it's worded makes me wonder if these would still be private messagesYeah, that's what I understood from that. Otherwise, it wouldn't be any different than a regular comment.
