3.0 was made because 2.0 used a format that was being discontinued. 3.0 runs on a format that won’t be discontinued for a very long time, if ever. the scratch team has no reason to start from scratch (no pun intended) and make a new version. they’ll probably just keep updating 3.0 until it becomes easier/better to start over again, which won’t happen for at least a few years.

his first argument is that the times don’t line up. his first claim is that flash stopped development in 2011 and told developers to move to HTML5, so Flash was already dead when they made 2.0. this is false. they released updates until the end, and they told developers to use HTML in 2015. 2.0 was released in 2013, two years before. it has likely been in the works long before that. Flash was still going strong at the time. then he asks why they “waited” so long to make a version on a more robust platform. I think it’s pretty obvious. they didn’t have a major reason to until it was clear Flash was done, and then it takes a long time to make a whole new version of scratch.
his second argument is that they could’ve just converted 2.0 to HTML. I hope I don’t have to explain why this doesn’t make sense. it’s not that simple for something like scratch, and if you’re going to redo scratch to make it run on HTML, you may as well just rebuild it. this is just a decision the scratch team made, and it doesn’t impact whether 3.0 was made for the Flash EOL.
none of this matters, either. the bulk of the argument is that there just isn’t a reason to remake scratch (which historically has been the criteria for a major version), which is true regardless of the motives of 3.0.

I reloaded a page and suddenly the icons changed… but that still isn't 4.0.

I do believe Scratch uses Semver for versioning. Read about it here: https://semver.org/

Probably a change, i never saw that from 2 years and before, but as people say, it's for colorblind people (but they didn't make themes for Scratch as it could make for colorblind people navigate scratch.
