As long as it's mostly platonic and contains fluff that is less than kissing, you should be fine. But of course, then it's not a dating sim, is it? I would suggestion not even making a dating sim for two reasons:

First is that even if your project is perfectly fine for Scratch, some people might false report it because they might be unaware that your project is fine.

Second, it's not even going to be close to a dating sim. So why title your project that when you can be safe and avoid any drama?

I would make it very clear that dating sims actually not very much allowed, since scratch is starting from ages 8 they might get mixed up in the dating sims and might get expelled from school due to a very specific reason which is a daughter's parents saying “Your son proposed my daughter!! *angry emote* ”.
