Why was the bitmap tool "Magic Wand" removed from Scratch 3.0?

That time, I want to make an photo become a parallax panning, by seperating background and character. But what I feel weird is where is magic wand tool?
Why was the magic wand removed?

It was probably not removed, but not added into 3.0 as they were rushing against the clock because of Adobe Flash shutting down (which scratch 2.0 runs on). You can still get 2.0 here (only for Windows and macOS), but it won't be on the web.
