I don't know either. The site has essentially no moderation, thus there is a LOT of inappropriate stuff on there. Some examples are-

Just because it isn't blacklisted doesn't mean it is allowed, blacklists are only really used for very frequently referenced sites, and I have hardly seen it (directly) linked.

I am 99.9% sure it isn't allowed.

aII toasters toast toast, but what happens when there are no longer toasters being produced? will their technology simply become obsolete, with humans moving onto bigger, better things? will toast become a distant memory, written in textbooks of the future as foods us simpler generations ate? who's to say! society is constantly moving, changing, evolving, ideas being built upon, improved upon, theories being proven or disproven. are we but a blip on the timeline? sure, our names may not be remembered, but that's not the point. you can make a change. you can make a difference. you can make the world better, even if you don't know yet. and the first step is to go for it. even if you are afraid of failure. going back to the example of toasters, do you know off the top of your head who invented them? no? have you used one? probably. so, even if you don't remember my name, if I was able to help awnser your question, that is enough. if I was able to help you, even in the slightest way, this could push you to continue with scratch and not give up after the program crashes, and maybe one day learn other programming languages and change the world. everything is a cause and effect reaction, new inventions lead to the technology of the future, and even as the generations of the past are slowly forgotten, their influence lives on to this day, affecting how the world eventually turned out and how it will be for generations to come.

and, without toasters, we wouldn't have toast.

Is your question actually “Why is newgrounds not blacklisted?” If so, the Scratch Team doesn’t blacklist every site that is bad. I believe they blacklist sites on a case by case basis, when either a site is very dangerous or the website is commonly shared and takes up moderator time. Newgrounds doesn't necessarily fit into either category, since there is a lot of safe stuff mixed with the bad stuff, so some links aren't immediately dangerous. I am not saying newgrounds links are allowed, but that they are not always immediately dangerous.

I feel like what you might really be trying to say is “Scratch Team, take a look at this and add newgrounds to the filter.” If so, the forums is not the right place to suggest filter changes. Use Contact Us instead.

The site can still do a lot of good things just like Paddle2See said from your suggestion. This is probably the main reason why it's allowed.

Support - Means someone supports a suggestion, make sure to say the reason when you are supporting a suggestion.
No support - Means someone don't support a suggestion, while it may sound a little mean, it's actually not as not everybody have to support the suggestion you purposed.
Bump - Bumping is a method of bringing a topic back to the front page.
Necroposting - Means bringing an old, dead, topic that nobody cares about back to life, necroposting comes from the greek word “nekros” meaning “corpse”, necroposting is prohibited as it wastes front page space.
Ocular - A website that allows you to search forum posts.
Dupe/duplicate - Posts that suggests the same thing, it's a good idea to use Ocular.
ST - Is short for Scratch Team, the moderators on this site.
ToS - Is short for Terms of Use, a bunch of legal jargon and stuffs like that.
TOLoRS - Is short for The Official List of Rejected Suggestions, it's always a good idea to read it before making a suggestion.
Kaj - A user who threatened to hack Scratch, he later became a legend and people often joked about him hacking posts.
