i cant get cat blocks

Cat blocks were only an April Fools joke created by the Scratch Team. They appeared in 2020 and this year, 2021. However, if you still want to see these blocks for yourself, you can use a Scratch modification knows as TurboWarp and enable that here.

There is a scratch offical source here, I belive that projects can be saved and uploaded as normal although the cat block will not tranfer. You can bring them back using a browser extension although I am not allowed to mention the name.

Cat Blocks were an April Fools joke and will no longer be available. That's the end of the story. You can't use them.

they come at April Fools day every year. With more features like @ScratchCat's comments open, an illuminati emoji, and way more
