Wait second block is broken

When making an animation, using the wait 0 seconds block makes the frames go slower than using a no wait second block, even though they are the same. I know why, I just need scratch to fix it.

Scratch waits a frame when using wait 0 seconds, this is because there is always an extra frame wait after using a wait block.

Edit: Perhaps preventing users from typing just a zero or blank into a wait second block?

This is working as intended.

The wait block “yields” after waiting that amount of time, yield time is the time given to update the screen. The yield time for Scratch is 0.03 seconds.
That's why people say Scratch runs at 30FPS, because 1 second divided by 0.03 is ~30.33. So it actually waits 0.03 seconds, instead of 0.
