Where do you see this? I sometimes see this appear on iOS, I think it's when the app's font doesn't support the emoji I'm trying to type.

Scratch doesn't like emojis that aren't built in to scratch for some reason.

Generation 7: First time you see this? Copy and paste it on top of your signature in the forums and increase generation by 1.

No, the server just doesn't support them. If it was to prevent inappropriate emojis then the Asset server wouldn't accept them in SVG's as well.
