Scratch is a program, not hardware. You can't “emulate” it like you would a Gameboy. you can try and port it to different platforms, or emulate hardware that scratch can run on, bu not scratch itself.

Technically yes you could implement x86 or ARM64 and then emulate Scratch Desktop

By the way, I don't think OP was talking about real emulation, just creating a GUI so it looks like Scratch.

Griffpatch did something like this with Scratch Emulator, but it' can't parse actual scratch json.
