Oh, yes. I've been on featured projects and seen three people in the very first comment page going…
“Can you view my prjoect??”
“Look what I made!”
“OMG look at this project its so good!”
…all linking to a project of their own.
It's less of a problem for less-popular users, but I support this idea. I've gotten some really, really hurtful comments, and I don't want to have to click on the link and view the entire volley of insults before I report it. However, as others have stated, it could be pretty easily abused. I like the idea of a cooldown, though.
And yes, all those misspellings are intentional, I would die of shame if they weren't.

I support as you can explain the reason the comment is getting reported. Someone may be spamming ‘hi’, someone may report the comments, then the ST will be like ‘why did they report this’ and send them an alert.

Support! If I ever got a disrespectful comment I probably wouldn't want to open it in a new tab, but just report it directly.

I don't see how this can be abused – the normal report button isn't abused as it contacts the Scratch Team. I don't receive much hate mail but this would be nice to speed up the process by a few seconds.

1.) you can already do that and 2.) people don't call 911 to waste the first responders time because, you know, it calls the police

Support, this would make it easier to report comments in the 2.0 areas where it loads all of the comments at once and can take a really long time to load
