Let's take another site just to show this is not what you need to look for. YouTube is allowed to be posted. That's both videos and channels. Here's the ToS for YouTube:

What allows a site to be posted here is the content that is on the site. It's allowed to be posted here if it is safe for everyone on Scratch. Khan Academy is for learning about things. I don't see why it would not be allowed, unless there is some sort of functionality I am not aware about.

Btw, there's a feature where you can post projects in simplified javascript and comment on projects in KA(Can be flagged/reported if inappropriate).

I actually haven't used Khan Academy, but I did just take a look to check with profiles. It seems fine to me.
If anyone has used it before, maybe they will have a different answer, so don't take my determination as a 100% go ahead (although I am quite certain it would be fine).

I think it falls under similar things as YouTube channel linking - if it is safe for users on Scratch, then it is allowed.

Seriously. Period. I'm not that active anymore. I've recently realised that Scratch, while good for basic programing, is just not that versatile for making games. So, I've moved on to engines like Roblox and Stencyl, which are entirely different from scratch. Farewell.
