This works a bit like IP banning.

Also, the ST can see all IP's

New Addition: You can only send 2 reports on the project for that IP every 24 hours.
Maybe have this only for 1 project. I have reported 3 different projects in 1 day before (on old accs of course) and they all contained things not appropriate for scratch. Imagine if you report a project because it is inappropriate, then an hour later you found another project that was inappropriate, but because of this rule, you couldn't report it. Just something to think about

Most of the people who mass report are (no offense) jealous little kids. Only someone intelligent enough to get around an IP ban can get around this.

A user can use a VPN to bypass an IP ban. If they get caught, I think the ST can ban them.
