At this point we have come to the part of DNA modification, so my suggestion now is to evolve the dog over say 2 or 3 generations (Using very dvanced technology) and turn them into a proper human, a normal one able to get a job etc. Then technically they are a dog as they are a descendant but they are human and can get the job.
