Interestingly, Flash still works in Chrome if you don't update it; it just thinks “the plugin is outdated”.

Try FlashFox on Android. Flash still works there, I believe.

I believe later this month Firefox and Chrome will be pushing updates that will remove Flash.

Theres nothing to do then, the only way is to install the Scratch 2 Editor. But adobe air is also ending support.

Today I was able to create ICE versions of both the wayback machine Scratch 2.0 (https://web.archive.org/web/20181127224338/https://scratch.mit.edu/projects/editor/#editor) and NIX (https://s2online.github.io/) on my Cinnoman Linux laptop. Thank you so much for sharing these 2 ways to revert back to Scratch 2.0, important for me as I have not been able to get 2.0 running on my Linux machine until now. I prefer the Scratch 2.0 paint editor, especially for being able to set center of rotation for individual shapes and having more screen real estate.

I don't know why Adobe Flash Player still available, but to believe Adobe Flash Player is out of support for Chrome.
