I don't think it should open in a new tab. If it did, it would encourage people to open a new tab with a project they want to advertise. If it replaces the current tab though, they would be less likely to want to make the person leave their project. It should also open a pop up asking if the person wants to go to the site. Rather than a URL, it should just have the project number.

I think this block would be confusing to new Scratchers and wouldn't really fit in any of the categories. It's easier to just put links to projects in the description. I might support this if it was part of an extension, but it wouldn't make a good extension by itself.
