I think he's probably going to be Asriel, but it's honestly hard to say for sure. The things that line up with him being Asriel could just be red herrings to try to throw us off, or they could be hints.
That said, I think Ralsei knows that Kris is being controlled by the player and that's why he almost forces the player to cut away to Susie at certain points in the game in order to talk to Kris without the player hearing. The fact that he seems nervous that the player won't cut away to Susie in chapter 2 Snowgrave is interesting. I think it could be because the player has more control over Kris and other characters in Snowgrave. The fact that the player can talk directly to Noelle is interesting. Characters comment on how Kris isn't themselves in the normal route, but it's only in Snowgrave that the player is the one talking, at least as far as we know.
Anyway, I think that Ralsei is working with Kris to get rid of the player's influence so they can go back to living their life. It kind of makes me wonder what would happen if we just… didn't play Deltarune

Honestly I don't think the Enemy Approaching motif in Dog Song is that obvious. They don't line up as well as a lot of the other motifs. Then again, it could just be that Enemy Approaching is a forgettable song. I haven't actually played Undertale, maybe it would get stuck in my head more if I actually played it (since I assume it would be playing for most battles)
