1. When you are a scratcher. This takes a minimum of two weeks, two shared projects, and being active (loving stuff, following people, stuff like that).
2. As long as it is medical yes. If it is a result of violence, you may be able to have a teensy bit of non graphic blood, but your project risks being deemed Not For Everyone (NFE) and hidden from the search results.
3. I'm not sure, but being active, advertising in the appropriate places (in your signature or in show and tell, not on projects or profiles), and proposing your projects for curation will help.

Unfortunately, the Scratch Team only recommends this to be closed if a while has passed (which a day isn't really much) OR the OP responded. Neither has occurred, so the best thing to do is ignore this.

It should be at the bottom below the Submit button and below the ‘Standard | Mobile’ thing, iirc.
