If you want to do it the “real way”, you need to learn web programming: HTML, CSS, and usually JavaScript. You need a host and domain too.
I recommend you start learning from the MDN.

If you want to do a basic website like nielwests website, you can normally get away with HTML and CSS.
If you want to do something fancier javascript and maybe php are generally needed

That depends on what you mean by “make”.

Literally speaking it involves a webserver and some documents hosted on it. Usually a domain to make it easier to reach.

Before going forward let's define some stuff:

Domain
Something like www.YourDomainHere.com. It's not a website, it's just the name. It's like a shortcut to your website, much like a shortcut on the desktop goes to a file.

Usually paid for annually.

Webserver
A computer connected to the internet that is accessible to others. Technically one can run one from home but that's not really how it's done.

Usually one pays a little a month and gets access to “shared hosting” - some space on a server somewhere. If it's bigger than that maybe a VPS. Bigger than that a dedicated server. Etc..

To get a website in the way you probably mean those two things are required.

The webserver holds the files, the domain makes it easy to reach. A webserver without a domain might just be an IP address. For example:
http://95.154.250.178

Clicking there goes to a somewhat broken page with some links that go to a domain I no longer own. I found I wasn't using the domain so stopped paying for it. The server is still up but now the links don't work. No one normally goes to the IP though so it doesn't matter

So, if you've got those two in place then putting a picture on the server would be something like this:

1. Connect to the webserver by FTP
   Upload example.jpg to the right folder (e.g. /var/www/ )
   Open a web browser
   Go to www.exampledomain.com/example.jpg
   See the picture!
   

Using that principle we can then setup an actual site. Perhaps we want an “About Me” page.

1. Open a text editor
   Write the page in HTML
   Save it as aboutme.html
   Upload the page to the server
   Open a web browser
   Go to www.exampledomain.com/aboutme.html
   See the page!

These days though I personally rarely bother coding pages in HTML by hand. Using a CMS is easier and more versatile, I find. It's basically a program that runs on the server that makes things easy to manage. Drupal. WordPress, Joomla, that sort of thing.

Ask some questions and I'll see what I can do to provide a better explanation.

Sometimes, you can get away with a tool. If you just want a blog, wordpress.com. If you want a place to post music, bandcamp.com. You don't have to rebuild all those things from scratch because they're made for you.

Here is a pro tip, anything that says free, you have to be careful around. There might be a catch or something.

One can also use domains with Tumblr. It's how Little Diles works.

No, you can use domains with Weebly. I actually saw one .com domain made with Weebly. It was by a Scratcher who probably quit. (It was in 2010/early 2011.)

if you don't want a subdomain, e.g. www.blabla.hello.com, go to www.godaddy.com. Now, buy a hostname, and transfer the website to that domain. Hope this helped
