When you report something, you don't always know that the people who control reporting know why. So when you report something it should say “If this message is offensive or inapropriate then please type a reason. If not the click Delete.” This way, you know FOR SURE that they know why.
Final question, if someone says say“You're Awesome” then is that considered spam?

The reason for reporting is only for projects and forum posts and not yet comments. I do not know why. I think that you should be able to type a reason for reporting.

Saying “You are awesome” is not something that is banned, but it still is not helpful.

I've always wondered about the limits of reporting. For instance, can you report a project not because it breaks the rules but because the JSON file has disappeared? And can you report forum posts to say that you want to merge topics? I'd like to know before I start “experimenting” with the report button.

The forum report button is all-purpose for getting a mod to do something, but you should try not to be annoying with it.
