This project that I posted a few days ago http://scratch.mit.edu/projects/10128104/ has gotten around 100 love-its, but it does not show up in the Top Loved section. Could it be a glitch?
(I hope this doesn't sound snotty, I'm just trying to get this project noticed more because I worked really hard on it.)

I was looking in the Top Loved, and it wasn't appearing! D:

(EDIT: It has more loves than 80% of the projects in the Most Loved Section!)

Are you sure another one of your projects aren't front-paged currently or that this one wasn't front-paged before under a different section? That'd be the only thing I can think of.

Most mysterious. I noticed a lot of Beta glitches popping back up.

since scratch 2.0 it is much harder to get front paged i hpe they fix the glitches and add newrules, that make it easier again. Now many projcts stay on top loeved for weeks, because they do not release other projects. This makes it nearly impossible to get top loved if you are not featured or a super-famous scratcher. And even famous scratcher have problems

How many love-its did it receive per day, if you recall?

Sometimes, if the inflow of love-its decreases, it can be toppled by a project getting more love-its more rapidly.
