Best Browser to Reduce Lag?
What is the browser that would run the absolute best with Scratch projects on a very budget computer? Because let's face it. Chrome may be the most advanced browser, but it is terrible with Scratch.
BTW: It needs to work with Windows 7
Thanks!

Firefox. I use it and it never lags except for moderately big scripts.

Best Browser to Reduce Lag?
I actually hear about much more Chrome lag than IE. IE works just fine for me.

Lag isn't only caused by your Browser.
Extensions, plugins, Flash version, etc. are all other major causes of lag.

Chrome actually had a big problem with Flash recently, but it's corrected now. I really doubt there is any difference between different browsers. Download lag is more a function of the speed of your internet connection. And lag in running a project is probably caused by Flash. Since you are using the same Flash player in any browser, no need to blame the browser.
Oh… and having multiple windows open will cause lag. Trying to download something while you are doing something else can cause lag. Having internet radio or streaming video on can cause lag.

Best Browser to Reduce Lag?
I've seen some users say that the Scratch website runs the fastest on IE - but knowing how buggy IE can be, you might have better luck with Firefox. You probably have IE on your computer already, and Firefox is free, so you may as well try both as see which one works better for you. Browsers customized on Firefox's code are also likely to work (assuming thr code is fairly up-to-date). The Opera browser does not work well with Scratch (some have reported it being slower than Chrome).
That being said, there are a lot of other factors that can cause lag. It seems that Flash's latest update has caused everything to suddenly become laggy as of late, so a browser switch might not be the answer.

Why don't you just try them all…? Don't see anything stopping you - not like you have to pay money for them, just download them!
In practice, though, I think you'll find it depends on so many things that there isn't a single answer. I know many people with newer OS versions, on even new computers, find Chrome has serious keyboard-related problems. (See comments on my lag test project…)
However, older versions of Chrome (presumably actually the older flash player?) run really well. Whereas I've heard the opposite is more the case for IE (so older versions were slow, but newer are much better).
I'd recommend you try out every browser you can get hold of on your machine, with the following projects (OK, I'm not really trying to advertise my projects here - I just know they're more complex than most projects, and they are really good at causing lag, so you'll know about it much sooner…!)
Lag test project (obviously a good one to try!): http://scratch.mit.edu/projects/10125047
InterXeptor 3D (lots of machines struggle with this - usually because of keyboard-related lag, especially Chrome): http://scratch.mit.edu/projects/10085324/
A 3D demo that pushes scratch to its limit (and the settings allow you to push even the fastest machines to the point they will struggle): http://scratch.mit.edu/projects/10143939
Flight through a starfield of up to 100000 stars (you can set the slider from 1000 to 100000, and it shows FPS so you can compare browsers): http://scratch.mit.edu/projects/10096895
Hope that helps you decide! (And I'd be interested to know how they turn out…)
