On occasions, when I attempt to report a project, it gets stuck on the “sending” screen for a long time, while on other times, the report is sent within a few seconds.

Does this happen when you reported a few projects before?

For some reason, Scratch has an (un)intentional limit of reporting projects.
From what i've seen, it's mostly a limit of 3-5 projects.
But forum posts seem not to have a limit.

usually based on how quick or slow your internet or pc is, and scratch servers can go quite slow sometimes

It may be intentional to prevent mass reporting, but that's just an assumption.

That definitely is a possibility, but I don't think it's likely.

sometimes if you press to many buttons too fast it goes 401, because it may think youre a bot
