the title should explain it all but when i say resolution i mean 480p, 720p as examples.

if there is a way, could i do it using regular scratch blocks or an external website?

The closest thing to what you want is the pixelate effect

but this isn't real resolution change.

You can have a higher resolution in Turbowarp, If you're interested in that.

You could convert a coustume to bitmap, then to vector, shrink it, convert it back to bitmap, then increase its sprite size.
This is an option if you want something to look more pixaleted but don't want to use an effects block.
