Because it prevents unallowed alts.
It's intended on home internets; maybe the ST will unban that wifi if you ask them through contact us.
Not necessarily on the forums; I don't know why.
Like I said, it doesn't ban you, just stops you from creating accounts when you're on it and doesn't let you use Scratch.
