Trying to make a TIRAP topic about something but I'm not too confident on what I can and can't say.

No it's not allowed.
Because YouTube has a completely different moderation setup to scratch, it isn't appropriate to link said websites together as there would be further safety issues.
EDIT: The title wasn't exactly clear, I assume the question was ‘can you link youtube channels, videos etc on scratch’ or similar.

don’t link it

you can, as long the thing you're linking to is scratch appropriate

though keep in mind that it's automatically off-limits if the thing you're linking to has living streams (i literally cannot say that word)

Channels and community posts are a no-no.
Videos are fine only if you use the forum version of the link.
