Well, it's not exactly stickied, but it is in a moderator-owned stickied topic "Helpful Topics for Questions About Scratch".

That topic seems to be a sub-topic of stickied things so that things that should be stickied do not take up too much space over time, while still giving it a somewhat front-paged view to Scratchers who actually read all the stickies.
