Option so that only the owner of a topic can post in it
What I'm asking is an option for only you to be able to post in a specific topic that you made. The option would be off by default so that normal topics can be posted by anyone, and you can turn it on, which would mean only you can comment. This would be useful when making an update log of your account where you would post newer projects, similar to https://scratch.mit.edu/discuss/topic/880715/ , but people started posting in that topic which caused the topic to eventually get closed. If only you could post, there wouldn't be more problems like that. Also, this option could only be changed when the topic is being made, and not when it has already been posted. New posts made in such a topic wouldn't bring it to the top, and it would only work in TiMaC and similar topics. There could also be a new topic category called “Scratcher Updates” specifically for upgrades from a specific Scratcher, where this option would be on instead of off by default.

This honestly could be useful! Since clicking “Close topic” means even the creator of the forum can't edit or make posts, and all forums is where all Scratchers can talk, a you-only forum would be quite useful e.g. announcing updates to a game

These are called the "Discussion Forums", discussion is the purpose. A better suggestion would be that you can choose posts to pin to the top of the discussion.

I'm more worried about the fact that people could use this to post things like guides and then keep bumping them in an attempt to make their topic popular. Bumping these days can already be excessive, but at least bumps today have the goal of generating more discussion on the forum thread. You can't generate more discussion if no one else is allowed to post on the thread.

Here's some ideas to improve this suggestion based on the suggestion's main uses:
This would be useful when making an update log of your account where you would post newer projects
a you-only forum would be quite useful e.g. announcing updates to a game1. This option can only be changed while making a topic. You can't turn it off once it's already posted.
2. Posts made in the topic don't bring it to the top.
3. You can't toggle this in specific forums (like suggestions, questions, etc.)

Semi-support, I think it'd be useful if the ban the word ‘Bump’ in those forms, and they only jump up to the top once per day

These are called the "Discussion Forums", discussion is the purpose. A better suggestion would be that you can choose posts to pin to the top of the discussion. This would be quite useful when making a long sticky or something like that, instead of waiting 6 minutes to make a ton of reserved posts, risking somebody getting in the way, you could make the post exclusive to you for a bit.
Could also be useful when the OP wants to close a topic for a bit, so instead of closing it and then asking a member to open it again you could just make it owner exclusive

This unfortunate series of events led me to, talk about the main topic. I know, it's infuriating.
