…Technically. The Scratch Source Code License used for 1.4 includes this clause:

4. Derivative Works shall not implement or enable any feature that would allow uploading Scratch projects to any MIT Scratch website (currently http://scratch.mit.edu).

I'm no lawyer, but that clearly says MIT Scratch website. Scratch is no longer owned by MIT so technically scratch.mit.edu is not a “(MIT Scratch) website”, but it is still a “MIT (Scratch website)” until NGP switches the main domain to scratch.org.
