I tried to figure out how to reply to post on the scratch forum, but people said to ‘turn on replies’. How do I do that???

That isn't a thing
Use the Quote button next to the Report button, it should pop up something like "[quote=person]whatever was in the post[/quote]"
Then when you submit the post, it'll have a quote that looks like this

Quoting is not the same as replying. While you can use quotes in a way that makes it clear who you are addressing, long quotes can make the text harder to read; a smarter approach is to use the message number (#n) and a URL tag to link directly to the post (this is just a method I frequently use, so there may well be others).

I think quoting would still be preferable. The way you describe requires the user to either memorize the post or go back and forth, which is much more time consuming than simply citing the quoted text. Additionally, if the post is deleted or edited, context is lost.

To the OP: It is also useful to -snip- your quotes if they get to large- that is, if your quote takes up too much space and could be considered spam (as commonly happens with quote chains), you can cut unimportant parts and replace them with the word ‘snip’. Any word can be used but snip is generally the most understood.

also don't quote the original post- not quoting and all implies you are replying to it
