Actually the confirmation didn't exist in earlier days, someone suggested it and it got implemented.
It helps to prevent people from accidentally deleting sprites (ESEPCIALLY on mobile with how wonky the editor is)

Support.
Removing the “Are you sure you want to delete this sprite?” helps with bulk deletion.
If you accidentally remove a sprite, click the pencil icon at the top left and click the ‘Restore Sprite’ button.

-snip-If you accidentally delete more than one sprite, the restore sprite button only brings back one of them.

As someone who has used Scratch since before this was a feature, the confirmation was a much needed addition. Is it moderately annoying? Perchance. Is it very helpful with reducing accidents? Very much so.

I remember this being a quite hated feature when it came out, but it since has shown its use and it is very very very useful for when you accidentally press the delete button. Removing it would cause so many accidental deletion issues that made it get added in the first place

Despite the different reasons, I'm actually gonna support this one.
If somebody accidentally deletes a sprite, just use the “Restore Sprite” button.

Despite the different reasons, I'm actually gonna support this one.I've used Scratch for 6 years and didn't know that existed until earlier this year.
If somebody accidentally deletes a sprite, just use the “Restore Sprite” button.
Plus it only restores one thing which is gonna be hard if you accidenally deleted multiple things.
IF this was a toggle (default would have deletion confirmation on), I'd semi-support to make it easier to delete in bulk. But the confirmation is actually quite useful.

How often does one delete sprites in order for the pop-up to be annoying? I feel like I don't actually delete sprites very often, so when I do, the pop-up is no trouble.

No support. I agree with Za-Chary:
Not so long ago it didn't exist. I think we should be glad it's present and correct for the time being.

Half-Support
It would be better for it to be an option, because computers are currently fine without the message, tablets are alright, but phones need the message, and begginers might need this, incase they don't figure out there's a restore button.

what if you made it so you could toggle it in settings?

Half-SupportI suppose that alternatively we could use restore button to bring back deleted sprites, but if you have done other things in between that time then you might end up restoring another action.

I don't think I explained that very clearly sorry…
what if you made it so you could toggle it in settings?Yeah that might work. However some people may disable it and forget they had…
There would have to be a place where users can turn the popup feature back on, through the editor page.

No support. I literally was here before they implemented a feature like this with many others and I have to say, it’s frustratingly enough that you can only restore one sprite after you delete most of them and people work hard on their sprites I bet so this wouldn’t be a good idea and it would count as taking away a much needed feature. It’s unnecessary knowing that the restore feature only can recover so many canvas sprites imo.
I supported the implementation of this suggestion to add a confirmation pop-up for it to appear before you’re allowed to delete sprites with many others included, removing it would turn away some people, I’m sure. That doesn’t mean that a workaround couldn’t be possible, however, like if it were a toggle feature, but that would have to be a seperate topic and not rejected for it to be recognized.

If you “accidentally” delete two sprites at once, you've got a problem.Despite the different reasons, I'm actually gonna support this one.I've used Scratch for 6 years and didn't know that existed until earlier this year.
