I'm pretty sure 1.0 was made with Squeak, 2.0 with Flash, and 3.0 probably with an IDE like vs code

From the Wiki, Scratch 1.0 was programmed with Squeak, Scratch 2.0 with ActionScript 3, and Scratch 3.0 with HTML5 / JavaScript.
