I know it's not allowed to be mentioned here, but what's the reason that Arctic mod is not allowed to I still don't get it.

cubeupload does that too, and it's allowed here.

It has different rules compared to Scratch. It's more lenient on swearing and (as far as I remember) scary stuff.

some of the rules in that penguin site is that the rules state that

gore content is allowed (with a warning)
swearing is allowed as well (with a warning, or censorship)
the site also allows you to link to monetization websites

which are normally banned on scratch

yeah but cubeupload is still allowed because it’s the best free image hosting that complies with scratch’s rules. the issue has been brought to the scratch team and Paddle2See himself said they’ll be looking into alternatives but i guess none has been found. any other sites that has a link to their blue app is outright banned though

the st already knows that cubeupload has the blue app link for quite a while now and they are aware they do not allow sites like that so they said they’ll be finding alternatives (they found none as of now)

It allows swearing INSIDE the projects, not in titles or descriptions or anything, and must have a warning for it.

The real reason it's banned is because it mentions a 13+ chatting website, (as deking0911 said) and Scratch doesn't allow any form of private chatting.
It also allows mentioning or linking websites used to make money, which Scratch doesn't allow to link (however some people have Scratch commissions that they don't link on Scratch, you can access it by searching them up)

I also have more

the mod site also allows some forms of firearms while scratch does not
(since firearm sounds are in the sound library)

also to prove the “cussing is allowed on the mod site”
argument more, it even has a bleep sfx also in the library

That clarifies everything, honestly, the mod asks people don’t mention it on scratch and says they have different rules, scratch listens and respects what penguin mod says, and that’s that.
