It's not. The April Fools version says in the subtitle:

“The Scratch FAQ is a page on the Scratch Website that lists questions cats want people to know about Scratch. It is helpful for troubleshooting problems and learning propaganda. The FAQ can be accessed by clicking on the link on the footer of the Scratch Website and paying 3000 energy units to the Cult of Scratch.”

while the normal version says:
