Let's say if one made a modification of Scratch, and it had a comment system. Would this be allowed to be linked on the Scratch website?

Still, probably not. The comments/projects filter has a lot more defenses then you might expect. I've played with the filter before (in unshared project descriptions) and it not only filters profanity, but also variations of profanity, sometimes including profanity in different symbols (like in Small Caps text and similar ones).
The point is, a random user probably couldn't perfectly replicate the filter, nor would they likely have a whole team to moderate the site.

((At the same time, I find it quite funny that the Scratch Team links their X account during website shutdowns. One click off their profile and young users can be exposed to a world full of content they were never meant to see…that site has 0 moderation…))
