Just because many people do something doesn't mean it's not discouraged. (coming from someone that doesn't mini-mod). You can just tell them on their profile instead of posting it here as it can lead to derailing of a topic

if you have an issue with someone's post, you can report it (if it breaks the community guidelines) or suggest improvements in their profile comments. remember to be constructive!

as for the image, it definitely looks like a concept of what part of the site would look like in the scratch-www build rather than its current 2.0-style. it may not necessarily be an addition coming alongside the mysterious, enigmatic scratch 4.0, but just an update to make more of the site align with scratch's current design. i've reverse-image searched it but it was inconclusive and other people couldn't bring up solid evidence of it being true either.

also, the scratch team removing other topics discussing this image (?) isn't proof that it is real. they may have removed it to prevent misinformation being spread around or just because it is an early concept which may not reflect their current aims for scratch's design.

I ran that specific image through an AI image detector, and it claims that that image is AI generated. That might explain why a lot of the things are off-centered and such; AI is not the best when it comes to generating text in an image.
Of course, there's always the possibility that the AI image detector is incorrect. I've never had that happen, but there's always a first time for everything.
