Also a Scratch Team member said that they were looking into an issue with project comments, but I didn’t see them state what that issue was, and it’s unknown when the comments will go back up.

I checked again, and the issue appears to be fixed because I could comment on a project.
Edit: It swaps between the message and allowing me to do it when I refresh on that project.
Edit 2: nevermind but sometimes it shows, sometimes it doesn't.

Well, you can, but you have to keep refreshing if the message shows up, and then you can post comments:
