go in your project, then click the sprite (or the background) you want the picture to be.
Then click on the purple cat head button (it will show the text : choose a costume) then click on the import button the opening pannel showed (the highest one).
It will open a window, where you can select a picture from your PC/mobile data to load.

Sometimes when importing images, it's just stubborn and won't go in. What I do to fix this is going into the image editor thingy on your device and cropping it by like ONE millimeter so its JUSSSTTT barely different and now it will work

Also, if the problem is that you can't find the image in your files when trying to import a picture, the issue could be that Scratch doesn't support the image format.
To solve this, I suggest opening the image directly from your files and then taking a screenshot of it, then saving the screenshot as a .png or .jpg
