Basically, it was a segregation between prey and predators and since this place was ran by prey. Predators would have collars that would prevent them from having strong emotions. Nick wilde wanted to make a theme park were predators could be able to take their collars off and have fun. But he needed a loan from a bank and so he kept looking until he found a group of polar bears that gave the money.

oh the collars would prevent predators from having strong emotions by electrocuting them whenever they felt any
and the og plot of Zootopia 2 was also supposed to be darker, with Gary being found in Zootopia and taken and have experiments done on him due to reptiles being an unknown species to mammals

if it's any relief to you, the Zootopia 2 that actually got released was marginally less dark (as someone who watched it just today)
