What exactly is your question? And what website - scratch, or the forums?

It seems like you use Scratch quite often, so it may just be recommending a common site to you.

If u have extensions on scratch it could be linking to something with those.

Hey, please don't post that link.

However, it just looks like whatever app is installed on your Chromebook doesn't want you to use Scratch. If you are using a school computer, then your school system probably blocked Scratch. Which is weird but not unheard of - my school blocked it as well, but only certain parts, because it became a distraction in a lot of non computer-science focussed classrooms.

Your school has blocked Scratch.
We are unable to see that link as we do not have that extension.
