October 11, 2003That is just when the oldest fully available build of Scratch was compiled.
Scratch was officially released on May 15th, 2007, and the Scratch Foundation was founded in 2013. Scratch was created by a team at the Lifelong Kindergarten (LLK) group at MIT.

Scratch was made by the Scratch Team at the Lifelong Kindergarten group at MIT Media Lab. It began development in 2003 but scratch was publicly released in 2007. The actual website that we know, the community, used to just be a blog from the ST but it evolved into this.
