I actually like this idea. If in the last 30 days they made a payment and got banned permanently, refund and automatically cancellation of the subscription.

Here are the conditions I think that it should work.
If a user is banned temporarily, any active membership will pause and only start ticking again once the ban is done. No refund is granted but no “down time” is given for the membership where you are paying but it isn't useful.
If a user is banned permanently, they are paid back for a time equal to (cost of membership/365)*(days left in current payment) through any connected payment method, and the subscription is canceled
If the user has a lifetime (150 dollars) membership, temporary bans don't need to be handled in a special way, but permanent bans do. Permanent bans should be handled on a case-by-case basis for what (if anything) should be refunded.

Here are the conditions I think that it should work.Support for both these conditions and the suggestion, as it wouldn't be.. fair to deduct payment from a user during their ban.

So if I buy a yearly membership and enjoy membership benefits for three years, all I have to do to get my money back is get permanently banned? Sounds like I was just a Scratch membership holder for three entire years, free of charge.I actually like this idea. As the OP stated, very clearly I may add, their suggestion is that users be fully refunded for their membership when banned. They even cleared this up:

This won't work out because 1: it doesn't say you must use scratch, 2: some perks don't apply to the main site, and 3: it's a donation, not a purchase, and if donation money is refunded, it would result in 4.0 and site improvements to be harder to pay for the scratch team.

This won't work out because 1: it doesn't say you must use scratch, 2: some perks don't apply to the main site, and 3: it's a donation, not a purchase, and if donation money is refunded, it would result in 4.0 and site improvements to be harder to pay for the scratch team.1, 2, and half of 3: Hmm.. true. Maybe there would be an option to refund the purchase on a permban- and I repeat, permban notification.
the other half of 3: You mean 3.1? I don't think HTML5 is giving up support anytime soon.

I wouldn't expect anyone to get refunded after getting banned, because the Scratch Membership is primarily advertised as a donation with extra perks rather than something you buy. Typically, if someone donated normally to the Scratch Foundation (i.e. outside of the Membership), I would not expect them to get refunded if they get banned, and since the Membership is primarily advertised as a donation, then I'd think the same idea applies.
Another observation is that, in some sense, a user getting banned is the fault of the user, not the Scratch Team. So I don't think the Scratch Team is obligated to refund money because of this. (As an analogy: if you buy a hamburger at McDonald's and then start making so much of a mess that you get banned from McDonald's, then McDonald's is not obligated to refund you for the hamburger.)

I disagree. In the membership announcement, it states that the membership was a ‘donation with rewards’. Asking for your donation back isn't usually something people do.

the action of making or agreeing to make an advance payment in order to receive or participate in something.
You should be able to be refunded for your subscription

This might just be me but if I spent my hard earned money on a Scratch Subscription (calling it what it is) and they banned me, I want my money back.3: it's a donation, not a purchase,This is the key observation. Frankly inexpensive compared to a recurring Scratch Subscription, but that really depends on how often you go to McDonald's.As an analogy: if you buy a hamburger at McDonald's and then start making so much of a mess that you get banned from McDonald's, then McDonald's is not obligated to refund you for the hamburger.Ok, this makes sense, but hamburgers dont cost 2 dollars per month.
