The Winter Cheer Design Challenge is against Scratch's own rules. See TOLoRS 7.17.
So have Cat Blocks,
PFP badges,
and even a membership itself.
Scratch has broken numerous TOLoRS rules in recent times. If you look at the GitHub pulls and things like that, there is also some controversy surrounding the fact that this is even an idea. I know Scratch has the ability to modify TOLoRS in any way, shape, or form, but the lesson it teaches kids is that you can change the rules to whatever you like.
Also:
A suggestion about the cat ears on your PFP: Make them only visible to you.
So have Cat Blocks,

That argument of ‘'Nothing is making you stay here’' is kinda weak. Does that mean that the website shouldn't be improved, or making like removing About on favor of the membership. People are rightfully mad about the Scratch Team making these type of like, AI Memberships, breaking their rules,Cat Blocks: 1.10. The membership practically a rulebreaker.I know.

banning somebody most likely because of sharing sprites. All these decisions are bad but this argument is just a ‘'Don’t like X then move to Y instead of having suggestions to improve it.''LoL this is so confusing to read.

The profile banner in the pull request (source) also goes against TOLORs 8.2 as if such a banner was public it would most likely be used as a status symbol knowing some of the kids on this site.
Yes the Scratch Team should be willing to reconsider rejections but hiding them behind a paywall when doing so and also not consulting Za-Chary to remove such rejections from TOLORs is just, well, slimey.

In their defense, rejected suggestions can change at their discretion at any time. Not in their defense, however, what kind of example are they setting for Scratchers? If “Scratch is not about competition”, then it should remain that way.

(In general, I actually try to avoid putting suggestions on the list that are strictly about rules; things like “Remove the ability to remix” don't need to be on the list.) As a result, it's not really true that the Scratch Team are “breaking their own rules” here — because a rejected suggestion is not a rule. As others said above, it is up to the Scratch Team on whether or not a suggestion is rejected.

If a rejected suggestion is un-rejected, I can just remove it from the list, no problem.
Let's also remember that — to my knowledge — badges and cat blocks are not actually implemented yet (if at all), so these can remain on the rejected suggestions list for now. On the other hand, members-only contests certainly have been implemented, so let's focus on that in this thread, as that is the OP's suggestion.
(Although I'm not sure how the suggestion will work. How is the Scratch Team supposed to hold themselves accountable for a decision that they made?)

The list of rejected suggestions is not a list of rules. As others said above, it is up to the Scratch Team on whether or not a suggestion is rejected.
I feel like the main problem people have with this is that it WILL create topics like: Have this contest at this time!, and use the membership stuff using rejected suggestions as an excuse.

They need that money if you want 4.0 and they want AI on Scratch and need that money for the explorer page and need money for their Employees,
Servers cost a lot of money as well.
Here's how much the Salesforce Admin is gonna get paid for If that's for one person then I can't imagine how much their paying for all 29 Scratch Team Members
also here's something I found
If you want to find other ways to lower server costs without throwing money:
- use Scratch primarily offline and upload only when a project is ready.
- limit your commenting. Maybe you might find commenting on griffpatch's profile fun, or find roleplaying in a studio fun, but there are pretty nasty server costs behind them, so chatting and roleplaying should not be your primary reason for coming to Scratch
- just following the Community Guidelines and online community etiquette in general. Attack comments can run petty long (and, as pointed out earlier, too many comments = server strain), so report instead of engaging in therm. If you're trying to evade the word filter or test it's limits, DON'T, because the word filter is a service. Likewise, the forum is a costly service, so don't spam the forums. So on and so on.
It's a shared house; if you're not helping paying the bills, the least you could do is help keep the place neat and not make a mess.

I want to try to reduce server strain and things like that. The AI has extreme pushback though, so that's out of the picture for now.
I also want to say that I agree with the server strain. I can't stand the people who just Grifftopia all day, and the people who literally just use this website for Warrior Cats roleplay.
