I believe they started development this year

No one knows when Scratch 4.0 will be released, not even the Scratch Team.

Scratch 4.0 is supposed to start development in 2025, but its release date is still a mystery. (It is pretty unlikely to release this year, though.)

We'd have to wait for more information on Scratch 4.0 before trying to find out when it will release.
