When reported, both or more people are responsible for contributing to the spam, therefore getting their alerts and can be temporarily banned.
Callout/Advertising=This topic doesn't allow advertising, so it's in the same boat as spam. Calling out spam is just as annoying.

Both the spammer and the callout person are responsible, as calling out spam is technically contributing to it in Scratch's eyes. They get their own alerts, and can be temporarily banned.
I would consider this its own thing: Combined, when two or more types of spam are involved.

For the love of your account and Scratch Team, do not spam. It will lead to alerts and can get you banned.
