I think because it does not improve the educational value so the Scratch Team will not add it. ):

Some stuff that is in Scratch already is non educational like Comment Sections and the Explore page.

Some Scratchers seem to have a problem with the default icons being more eye-catching since it wouldn't encourage Scratchers to make custom pfps, so maybe we can do something like this:
When Scratchers first make an account, there are random possibilities of getting different default pfps. For example, one account can get a Scratch Cat pfp (the current default), while another could get a Gobo pfp. Of course, there would be more default pfps, but this is just me throwing an idea out there.

This is basically what @eat-sleep-softball suggested, except you don't choose it. I feel like if you were to choose which default pfp you wanted, then this would not encourage getting your own custom pfp since you just picked a pfp you wanted.
