The problems
Some scratchers do not have a Google or Apple email, but rather a school email, for example. studentexamplescratcher@plurall.net is a school service made by Anglo, and if you try to go to the email it is redirected to this link. Therefore, the Scratch team cannot send emails to school student accounts, especially when I started using Scratch, back in 2021 when I was in elementary school during the online classes of the COVID-19 pandemic. Therefore, I created projects but I could not share them and when the account logged out automatically, I would have to create another account because I forgot the account password. My first account was: “Windows11Beta” it is still there. Now going to the subject: There would only be one solution. Two-step verification.
How will be?
After entering your year of birth, a banner will appear saying: “Your account is at greater risk of being hacked without two-step verification” and if you did Scratch, it will ask for your email or your phone number, whichever you prefer. It is recommended to enter both and keep your account secure. The second step is to enter a recovery email or a recovery phone number because, if your account is hacked, you can appeal the ban using the recovery email and if you forget your email or phone number, you can enter the recovery one. If you forget your password and have not done two-step verification, you can log in with your Google, Apple, Arduino, Amazon, Twitch and Facebook accounts, which we will talk about in another topic that is also a suggestion.

It is illegal for Scratch to ask for a phone number since this is a website with children as a target audience.

Email and SMS 2FA insecure. Proper TOTP(one-time-codes generated on device by apps like Google authenticator) is the better choice. Especially because that method would not need a phone number, just any portable device like a phone or tablet.
