Some scratchers do not have a Google or Apple email, but rather a school email, for example. studentexamplescratcher@plurall.net is a school service made by Anglo, and if you try to go to the email it is redirected to this link. After entering your year of birth, a banner will appear saying: “Your account is at greater risk of being hacked without two-step verification” and if you did Scratch, it will ask for your email or your phone number, whichever you prefer. It is illegal for Scratch to ask for a phone number since this is a website with children as a target audience.

also most children don't have a phone number of some sort

Email and SMS 2FA insecure. Proper TOTP(one-time-codes generated on device by apps like Google authenticator) is the better choice. Especially because that method would not need a phone number, just any portable device like a phone or tablet.
