Describe your favorite Programming Language in the worst way possible

This programming language was used to vote, but had some reliability problems. It didn't allow users to interact with the system while it was running due to its system of input. This language was/is used for input and output. Lastly, this programming language is still used on a musical instrument, but it's coded in reverse.

Correct! Guess my hint was a bit to obvious
Punch cards aren't really a language… that's like saying ASCII or UTF-8 is a language. They're more of a medium in which to store information.

By your logic binary also isn't a programming language, only a medium in which to store information.

We're dealing with information technology. All programming languages could be considered a medium in which to store instruction-related information, and all programming languages have read/write capability (of something), and therefore can store arbitrary information. It all gets compiled down to binary in the end anyways.

We're dealing with information technology. All programming languages could be considered a medium in which to store instruction-related information, and all programming languages have read/write capability (of something), and therefore can store arbitrary information.
A programming language at least has some link between syntax and executable semantics. It's like equating the Latin alphabet with English. If you like you could say “all programming languages are mediums for storing information,” but that's irrelevant, since it doesn't follow all mediums for storing information are programming languages. I can tell you “do the number 42,” but you'll be confused unless we agreed ahead of time what the number 42 represents.
It all gets compiled down to binary in the end anyways.
Well here you seem to be conflating “binary” with machine code (though I expect you know the difference).

Anyway, a punch card could have Fortran on it, or it could have assembly, or probably even just arbitrary data, right? You still need to know what it is in order for it to be useful.

I agree with you. Punch cards were a form inputting the programming on old machines. This makes them a form of storage and a form of programming in my mind because punch cards had their own special codes you had to punch on the card. But due to them also being used as a output method, There use was probably more on the storage side of computers instead of the programming. So, I think saying it's a storage medium is a valid point.
