It could, if your computer is powerful enough. Scratch's file limit is 10MB per asset, meaning each costume or sound has to be less than 10MB in size. But that still means you can upload any amount of costumes or sounds that stay under 10MB. You would have a ton of costumes though.

If you export the video at 15FPS, you would need to have 3525 costumes in your entire project. That's gonna take a really long time to load in and some devices likely won't be able to. I also can't find any tools that can turn an entire video of that length into a GIF with a decent framerate. I know Ezgif has a video to GIF tool, but it only lets you convert 1 minute of video into a 5 FPS GIF (which looks really bad). So you would have to stitch and order a bunch of GIFs together in the costume editor.

So basically, it's gonna be pretty hard.

In theory, yes. In reality, probably not. It likely won't save on your end.

A more effective way to go about this, however, is to get the video file and use Blender (free 3D modeling software) to quickly turn it into .png files. It shouldn't take too long.

IIRC somebody once made a scratch project capable of playing encoded video files directly, so it isn't impossible to do it this way.

I have the gif, with every single frame from the video into it. I used this website to do so. I can't even upload it to Cubeupload because it's over 5MB it actually has 147,757 KB. I also have the audio, which is 5,347 KB.

That's…147 megabytes. It might be possible, but not likely.

It's possible, but it's most likely going to look bad. Here's a project with similar length for comparison.

It might be able to be done if you compress the files enough and do low FPS. You could also try using a pen video player.
