And besides that, it has looser rules than Scratch- so it's disallowed for the same reason mentioning Antarctic Bird Mod is. I have seen action taken against things before mentioning it.

Just because a mod is based off antarctic bird doesn't mean it's automatically unallowed. If you stripped it out of all it's project sharing features (and removed any links to the original obviously) then it would be allowed. I could've sworn there was also a mod like that, but I don't remember it's name now.
